HSE Racking Regulations and the Importance of Racking Inspections
The Health and Safety Executive (HSE) is the UK’s governing body responsible for health and safety policies and enforcing health and safety laws. To maintain compliance with HSE racking regulations, businesses are required to conduct expert racking inspections at least once a year, alongside regular internal rack safety inspections performed by trained personnel.

HSG76: Warehousing & Storage Health and Safety Guide
The HSG76 guide, developed by the HSE, covers all aspects of warehouse operations, from racking design and layout to health and safety requirements. It includes detailed recommendations on racking inspections and the necessary expertise for conducting them.
Racking Inspection Frequency and Expertise Requirements
Section 642 emphasises that regular inspections are essential for maintaining safe, serviceable racking systems. The frequency of inspections should be determined by the Person Responsible for Rack Safety (PRRS), taking into account the warehouse’s operating conditions, equipment used, and personnel involved, all of which could impact the integrity of the racking system.
The inspection process follows a three-tier approach, with responsibilities outlined below:
Tier 1: Immediate Reporting
According to Section 643, employees must report any observed racking damage or safety issues immediately to the PRRS. Businesses should have systems in place for reporting defects and ensuring employees are trained on the safe operation of the warehouse racking system. This includes training on load limits, pallet types, and the correct use of mechanical handling equipment (MHE).
Tier 2: Visual Inspections
Section 645 advises that the PRRS should conduct visual inspections at weekly or regular intervals based on a risk assessment. A formal written record must be maintained, and the PRRS should have the authority to decommission or quarantine damaged racking until repairs are completed.
Tier 3: Expert Inspections
As per Section 646, a technically competent person should carry out expert racking inspections at least every 12 months. A written report, compliant with HSG76 requirements, should be submitted to the PRRS, detailing any necessary remedial actions. Section 647 clarifies that a SEMA Approved Racking Inspector (SARI) is recognised as a qualified expert to conduct these inspections.
